IPA MD visits DGMA
Vikas Narwal, IAS, Managing Director, Indian Ports Association (IPA), visited the Directorate General of Maritime Administration (DGMA). During the visit, discussions were held on key initiatives relating to seafarer welfare, maritime facilitation, coastal shipping and port-led development.
The discussions covered the following agenda items: Demonstration of the Online Booking System (OBS): Online booking facilities for seafarer hostel infrastructure under seafarer welfare initiatives. Implementation of Seafarer Welfare Projects: Implementation of seafarer welfare projects across coastal areas and States. Seafarer Immigration Facilitation Infrastructure: Development of enabling infrastructure at Immigration Check Posts (ICPs) and Foreigners Regional Registration Officer (FRRO) establishments at EXIM ports. Maritime Single Window (MSW): System stabilisation and stakeholder interaction for effective implementation. National Coastal and Inland Shipping Strategic Plan: Progress, timelines and coordination between DGMA and IPA for preparation and finalisation of the Plan. National Database for Coastal Shipping (NDCS): Development timelines, deployment of technical resources and establishment of the requisite system infrastructure. Development of a Transshipment Hub in India: Preparation of a Comprehensive study on potential, challenges and opportunities.
National Centre for Logistics and Port Efficiency: Discussions on the functioning and operationalisation of the Centre. Bureau of Port Security (BoPS): Discussion on strengthening port facility security through institutional coordination, training and technology integration. India Pavilion Concept: Development of the concept and coordination with IPA. Maritime National Games 2027: Support and coordination for preparatory activities for the proposed Games. Shore-to-Ship Standardised Approach and Projectisation: Discussion on the role of Power Finance Corporation (PFC), low-cost financing mechanisms and IPA's support for centralised distribution rights. Coastal State Engagement with Gujarat Maritime University (GMU): Discussion on IPA's participation in coastal State engagement initiatives. The visit provided an opportunity to deliberate on ongoing initiatives, strengthen coordination between DGMA and IPA, and identify measures for the effective implementation of key maritime development programmes.
