Rumour has it that a Union Minister, who hails from Jammu and Kashmir, played a key role in appointing Manoj Kumar Dwivedi as Chairperson, New Delhi Municipal Council (NDMC) after getting him repatriated from central deputation. Dwivedi, who was earlier 1997 batch IAS officer of Jammu and Kashmir cadre, is now merged with AGMUT cadre. Dwivedi, who is held in high confidant to the Minister, has been appointed in view of any protest and uprising in the limits of NDMC.  The Ministry of Home Affairs (MHA) is appointing such officers who can coordinate one other in the Delhi Government.
