HSCL, subsidiary of NBCC gobbles up over Rs 23 cr PMGSY funds in Tripura

HSCL, subsidiary of NBCC gobbles up over Rs 23 cr PMGSY funds in Tripura
A case of ostensibly gobbling up Rs 23.31 funds of Pradhan Mantri Gram Sadak Yojana (PMGSY) by Hindustan Steelworks Construction Limited (HSCL),  a subsidiary of NBCC (India) Limited came to light.

According to documents possessed by 'bureaugram.com', the Hindustan Steelworks Construction Limited (HSCL) was assigned to construct roads under Pradhan Mantri Gram Sadak Yojana (PMGSY) in Tripura State.

The HSCL paid excess payments of Rs 23.31 crore for ‘no work’ and its officials allegedly looted the fund.

A former Zonal Head, Bokaro, Sanjay Kumar Thakur is held a key accused of the said financial irregularities.

However, HSCL management constituted a Fact-Finding Committee (FFC) after the officer's retirement to examine alleged irregularities.

S S Packiaraj (former HSCL employee, who retired on March 31, 2022 as CGM (Finance), was selected for the post of Advisor (Finance) visited the zone, interacted with officials, collected documents and assisted the committee despite not being a member.

It is alleged that the committee went beyond its fact-finding mandate and made observations that diluted the alleged lapses and favoured the retired officer Thakur.

Packiaraj had also faced a departmental inquiry concerning an alleged sales tax misappropriation matter at the Bokaro unit, reportedly around 2016–2017. The Commercial Tax Department has filed an FIR vide No-55/26 U/s 406, 420 & 120 (b) under IPC (Now BNSS Act).

Audit Findings: ₹23.31 Crore: An Audit Team and Enquiry Committee constituted by the Tripura Rural Roads Development Agency (TRRDA), PWD (PMGSY), identified excess payments amounting to ₹23.31 crore.

The alleged excess payments related to inflated measurements and work reportedly not executed.

The findings were reportedly communicated to HSCL management on ten separate occasions. Yet, corrective and disciplinary action has not been taken so far. However, the top management has allegedly violated the applicable rules and regulations by releasing the full retirement benefits to both  S S Packiaraj and Sanjay Kumar Thakur without initiating or concluding the requisite departmental proceedings.

An FIR has reportedly been lodged against S S Packiaraj, and the matter is stated to be subjudice. Despite these circumstances, S S Packiaraj was also appointed as Financial Advisor on a contractual basis. Further, Sanjay Kumar Thakur has been identified in the complaint as the principal accused in the alleged irregularities involving Central Government-sponsored PMGSY funds in the State of Tripura. These actions warrant an independent investigation to determine whether the applicable rules, regulations, and vigilance requirements were duly followed.
