DST to hire ED at Rs 1.50 cr package to implement RDIF scheme
The Department of Science & Technology (DST), Ministry of Science & Technology, is searching for Executive Director, Director Investment, Director Partnerships & Market-Making, Director Finance etc from 1.20 crore to 1.50 crore a consolidated fixed annual compensation to implement Research Development and Innovation Fund (RDIF) scheme. In addition, he/she will be entitled for a long term incentive to be paid after five years of continuous service as ED/RDIF. Prof. Abhay Karandikar, Secretary, Department of Science & Technology, informed that the Government of India has approved to set up a ₹1 Trillion Research, Development and Innovation (RDI) scheme aimed at spurring private sector-driven R&D ecosystem. Department of Science & Technology (DST), Ministry of Science & Technology is the nodal agency for implementation of the scheme. He said that the RDI scheme will operate through a two-tiered funding structure. At the first level, a Special Purpose Fund (SPF) referred to as RDI Fund has been established within the Anusandhan National Research Foundation (ANRF), which will serve as the custodian of the ₹1 Trillion corpus. The Fund will channel capital to second-level fund managers who can be Alternative Investment Funds (AIF), Development Finance Institutions (DFI), Non-banking Finance Companies (NBFCs), among others which will provide financing to private sector in the form of long term low interest loans or equity. RDIF will be an independent business unit within ANRF. The governance structure of RDIF includes the Executive Council (EC) of ANRF, an EAC serving as an expert committee of the EC, and a Management Team led by the ED RDIF in an operational role which will be distinct from the core functions of ANRF. The ED RDIF will be responsible for the overall management of the RDIF. The EC shall be the appointing authority of ED, RDIF and other members of the Management Team. ED, RDIF shall report to the EC of ANRF. RDIF invites applications for filling up of the following positions, to set up a RDIF Management Team to implement the RDIF Scheme.
