Corruption natural phenomenon: Corrupt officer replaces corrupt in NPCC?
The sooner a corrupt officer is suspended, the sooner a new corrupt officer is appointed. This is a natural phenomenon nowadays.

According to reliable sources, an Executive Director (Project), Dharmendra Mudgal was suspended by National Projects Construction Corporation Limited (NPCC) on corruption charges in April.

Now, Sunil Kumar, presently Kolkata Zonal Manager (ZM), facing a barrage of complaints and corruption charges including destroying public projects and vigilance investigation going on is being appointed as Executive Director (Project) by upgrading the posting in place of suspended officer, Dharmendra Mudgal.

NPCC functioning is emerging as worse than WAPCOS as far as corruption is concerned.

After the suspension of the Executive Director (Projects), National Projects Construction Corporation Limited, the alleged “Goa bear party” matter linked to Christmas is now reportedly under execution.

As reported on January 26, 2026, the transfer and posting linked to this Goa programme are moving ahead. A Chhattisgarh-connected contractor, allegedly linked to the CMD’s advocate, is pushing to make the Kolkata Zonal Manager the Project Head.

As per sources, the issue is not about altering the appointment post-publication, but the selective suspension. Corruption at this level cannot occur without Zonal Managers, yet only the Executive Director (Projects) has been acted against—indicating a possible move to install a favoured ZM aligned with preferred contractors.

A probe by the Central Bureau of Investigation is warranted, but appears to be avoided. Accountability on these corruption-linked postings will have to follow.
